I think Princess Serenity didn’t have a father, mainly because of the fact that the series is 85% girls.
There seemed to be no mention of a King in the series or many men on the Moon Kingdom.

 Another Hair Theory: 
Ikuko in the manga dyes her hair. It’s why she shows up with so many different colors throughout the series. She tends to stick with pink because she looks good in it, but she’s been known to go with blue and shades of brown as well.
As for why no one notices her blue/pink hair when they do notice ChibiUsa’s, I like to think that the crazy colors we see Ikuko wear are more realistic in the actual SailorMoon universe. Like, pink is a light red and blue is a darker brown or even black depending on how dark it’s colored. Brown is brown.
I tend to flipflop on what I think is Ikuko’s true hair color, but blond or brown like her children are my favorites for realistic colors.

Though not reincarnated by the work of Queen Serenity and the Silver Crystal, the people close to the Sailor Soldiers in the 20th century are reincarnations of citizens of the Silver Millenium. Usagi/Serena’s mother is actually the reincarnation of Princess Serenity’s nurse during her childhood. Rei’s grandfather is actually the reincarnation of the priest of the main shrine on Mars. Others such as Greg, Naru/Molly, Umino, and anyone else with close ties to the lives of the Sailor Soldiers are also reincarnations from the Silver Millenium.

Maybe Mamoru did have a twin sister who was supposed to be Sailor Earth (as is popular with fan characters), but he absorbed her while they were both still in the womb (yes, that happens) and that’s how he got her starseed. As Endymion in his past life, maybe the same thing happened, or he didn’t have the Sailor Crystal of Earth then, the unmentioned Sailor Earth (who may or may not have been his sister then) did, and this only happened when they wound up reborn to the same mother. Wow, that kind of sucks…you’re all set to be reborn and then your brother eats you while you’re still a fetus.

Sailor Nemesis

Nemesis was not a part of the Sol System alliance during the Silver Millennium. However, negotiations were underway to formally induct Nemesis as a member; it’s too bad that the negotiations were happening when Earth attacked the Moon. Sailor Nemesis was there when Beryl’s army invaded and was killed in the struggle. She was reincarnated on Earth along with the rest of the Sailor Guardians killed during the battle.

However, because she wasn’t part of the alliance, Luna and Artemis did not seek her out. (Of course, they might not have remembered her at all and she might not have even been reborn in Japan like the others, so there’s no guarantee they would have found her.) She became a Sailor Guardian and regained memories of her past life along with the Sailor Guardians of the moons, asteroids, and Kuiper Belt objects upon the ascension of Neo-Queen Serenity.

Nemesis became a member of the Sol System alliance and Sailor Nemesis became its queen. Nemesis functioned as a prison planet for the Sol System, with Nemesis as judge, jury, and executioner. While it started out as a maximum security prison for only the worst criminals, it eventually became a place where the other planets sent those who committed even minor crimes. While of these petty criminals were able to pay their way back home, others were not. These people stayed on Nemesis, intermarrying with each other and the locals and starting a new life.

This created two very distinct social classes—those of pure Nemesis descent and those descending from prisoners. Tensions between the two were always high, causing Sailor Nemesis a lot of stress. (It must be said that Neo-Queen Serenity never thought things would get so out of hand; she merely thought Sailor Nemesis was really good at her job.)

Eventually, she fell in love with the leader of the Black Moon Clan. They had two sons—Demand and Saphir. Though the Nemesis purists grumbled about their queen marrying outside their race, things actually quieted somewhat on Nemesis.

Until Death Phantom assassinated Sailor Nemesis, blaming the act on Crystal Tokyo. This served three major purposes—uniting the people of Nemesis against Crystal Tokyo in revenge, making it easier to become one with Nemesis due to its lack of protector, and insuring that the host of the Nemesis Crystal would not be experienced in using it and would not be able to unlock its full power.

Remember in my Sailor Crystal headcanon how I mentioned Sailor Crystals have a preference for blood relatives of their last host? It doesn’t matter if the blood relative is male or female. Upon the death of Sailor Nemesis, the Nemesis Crystal chose Demand as its next host. The Nemesis Crystal would have gone to Saphir had he not predeceased his brother or Demand’s children if he had any; as is, the Nemesis Crystal has chosen a host outside that family line altogether, if it’s even still in existence after Death Phantom messing with the planet.

tl;dr, Sailor Nemesis was the mother of Demand and Saphir. The Nemesis Crystal passed to Demand after Death Phantom offed her.

(Sorry that this headcanon is really vague, but I have it this way for two reasons. The first is because I didn’t want it to sound too much like a fanfic. The second is because I wanted it to fit in with the manga, anime, and musical continuity.)

In the future, shortly after Usagi becomes Neo-Queen Serenity, she decides to put up signs all over Crystal Tokyo saying “Princess Serenity Parking: All Violators will be Toad.” She uses these signs so she’ll always have a parking spot ready in that area.

And she’s serious about the toad part as if she finds her spot taken, she’ll use the Ginzuishou to turn the car’s owner into a toad. The Princess part of the sign is there to make her seem younger.

Chibiusa uses these signs as well when she grows older and is taking driving lessons from Mamoru.

Yes. Sailor Cosmos has the Cosmos Crystal. I meant that the Cosmos Crystal would be what the Silver Crystal (Pink Crystal, etc.) would eventually become - so that the Cosmos Crystal was once the Silver Crystal.
But your wording here - “create” - leads me to mention that Chibi-Usa didn’t “create” her Pink Crystal. She inherited the Silver Crystal, which then changed and became the Pink Crystal when she was strong enough to use it properly. So that’s what I meant in my headcanon - Chibi-Usa’s daughter would inherit the Pink Crystal, which would then change and become a unique crystal when she learned to use it, and so on and so forth until Sailor Cosmos and the Cosmos Crystal.

Trying my hand at crossover headcanon…

Queen Aphrodite from Wedding Peach is actually Sailor Venus’ mother. So, if Angel Celeste is Aphrodite’s younger sister, then Momoko/Wedding Peach is Venus’ cousin.
If you follow the Venus family line back, you’ll find that Princess Serenity is her second cousin. This may give us a clue as to where the recessive gene for Chibiusa’s peculiar hair colour may have originated from: somewhere within the Venusian royal family.

In the time of the Silver Millenium, knowing the Sailor Crystals could only be truly utilized by women, the King and Queen of Jupiter made a great effort to have a daughter.

They had seven sons before finally succeeding.

I like to think that in the future Shingo acts as an older brother type figure to Chibi-Usa and all the Quartet. At least, most of the time. You see, VesVes has a somewhat perverse habit of making him comment on all of her super sexy outfits, which upsets him in a decidedly unbrotherly way. It’s not as if VesVes actually like him because seriously, Tsukino Sneakers Shingo with a hot babe like her? Uh-uh, no way. But she enjoys making boys sweat a little bit and being a bit of a tease. Hey, everyone had their faults, right?
